255)">为了寻找答案，近日，我首先来到国网四川省电力公司电力调度控制中心。这里是四川电网的调度“大脑”，中心副主任袁贵川告诉我，2022年四川遭遇“四最叠加”极端天气导致的供电紧张后，四川电网启动了电网建设三年攻坚行动，新建、改建及扩建110千伏及以上变电站145座、线路超8000公里，规模空前。今年上半年，13个迎峰度夏电网重点项目投运，累计新建输电线路704公里，新增变电容量962万千伏安，整体提升各级电网供电能力655万千瓦。</p><p 255)">袁贵川介绍，为确保发电“粮草”充足，四川在迎峰度夏前就明确了存水、存煤、储气目标。截至6月30日，水库蓄能比达57.3%，存煤453万吨，均创历史同期最高水平。此外，四川今年创新实施“五调联动”机制，将电、水、煤、气乃至“雨调”（人工增雨）纳入统一调度，最大限度保障能源供应。在电源方面，随着四川达州燃气电站二期工程、华电内江白马燃机示范项目2号机组相继投产，新增的装机容量达到900多万千瓦。</p><p 255)">除了看得见的发电厂，还有“虚拟电厂”，其也为电力保供发挥了关键作用。最近随着天气转凉，成都倍特数字能源科技有限公司数字能源事业部部长刘珂名终于松了一口气。在倍特数能，他向我展示了一整面大屏，它实时监测成都高新西区的用电情况——颜色越深，说明这个区域电力负荷越大；区域内的负荷类、电源类可调节资源等信息也一目了然。成都高新西区虚拟电厂就“建”在此处。</p><p 255)">“在今夏最紧张时刻，其调节能力达1.18万千瓦，相当于新建一座小型水电站。”刘珂名举例说明，假设一个片区的负荷缺口是1万千瓦，如果没有虚拟电厂，可能更多的手段是找到负荷比较大的企业，让它降负荷，对企业的生产经营必然会造成一定影响。而虚拟电厂通过建立响应池，这家企业降100千瓦，那家企业降50千瓦，“把工区的照明关一关，空调温度往上调两三度，这样聚少成多、聚沙成塔的方式，既解决了负荷缺口，也使得企业没有受到实质性的生产影响。”刘珂名说。</p><p 255)">四川电力交易中心，是一个负责电力买卖的交易机构。“富余时把电卖出去，用电高峰期从省外买回来。”四川电力交易中心有限公司总经理张宏图介绍，今年四川积极从陕西、宁夏、湖南、江西、甘肃等省份购电，首次在晚高峰从湖南购电，并充分利用德宝直流、鄂渝背靠背等跨区通道，外购电量价优于去年。</p><p style="margin-top: 0px;margin-bottom:
