习言道丨两会后首次考察，习近平关切这个顽瘴痼疾

margin-bottom: 25px; padding: 0px; text-align: justify;"> 全国两会之后的首次下基层，习近平到最基层的村党群服务中心，了解一项基层干部最关切的问题——减负。他强调，要坚决整治形式主义、官僚主义问题，精兵简政，持之以恒抓好这项工作。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 习近平一直重视基层治理效能提升，多次部署为基层减负，此次在基层一线再次部署减负，可以从三个维度观察。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 这一问题是顽瘴痼疾。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 2023年中央经济工作会议上，习近平将形式主义、官僚主义称为“顽瘴痼疾”，“就像‘牛皮癣’，必须下大力气坚决纠治”。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 对于这项“顽瘴痼疾”，上世纪80年代在河北正定工作时，习近平就有深刻思考。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 在发现乡镇干部每天最繁重的工作就是出席会议、看各种文件、接待上级等，习近平跟各部门约法三章，精简会议、文件和检查。他警告说：“你们要再这么搞，处分相关负责人，没收打字机，就是要让你们难受难受，养成新的习惯！”</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 这些年来，整治形式主义为基层减负，习近平在不同场合作出一系列重要论述和指示批示。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> “一些基层干部忙于填写各类表格，加班加点”“要把干部从一些无谓的事务中解脱出来”“让基层干部从繁文缛节、文山会海、迎来送往中解脱出来”……</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 每一句话都态度坚决、切中时弊。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 这一顽瘴痼疾又有了新变种、新现象。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 习近平今次在湖南再度强调“持之以恒抓好这项工作”，还有强烈的现实针对性。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> “四风”问题具有顽固性反复性。当前，部分地区各种留痕、打卡、迎检、填表的要求，不仅成为基层负担，而且出现“指尖上的形式主义”“校园里的形式主义”等新动向。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 从基层成长起来的习近平，最了解基层治理的重要性以及基层工作的困难，他多次谈到形式主义、官僚主义的新变种、新现象。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 2018年11月，在主持中央政治局集体学习时，习近平谈到，现在，“痕迹管理”比较普遍，但重“痕”不重“绩”、留“迹”不留“心”；检查考核名目繁多、频率过高、多头重复；“文山会海”有所反弹。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 在2023年中央经济工作会议上，他又指出，一些基层干部疲于在各类应用软件、公号上打卡、“留痕”；各种论坛过多过滥，既浪费钱又浪费时间……</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 这还是一个事关老百姓信任感的大问题。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 基层，上面千条线，下面一根针，工作纷繁复杂，且直接服务于群众。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> “我当了7年农民，最大体会就是老百姓看干部就看实在不实在，老百姓就怕空洞无物、不干实事。”</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 在一次与基层干部群众的座谈中，习近平特别强调，基层的形式主义，根源不在下面，而是上行下效。形式主义空耗资源、折损公信力。不办实事，老百姓的信任感就会降低。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 真抓实干，提升老百姓的获得感、信任感，这是为基层减负的出发点，也是落脚点。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> “让干部群众的精力真正花在干实事上”“激发全党全社会创造活力，提振党员干部干事创业的精气神”……几乎在每次部署为基层减负之时，习近平都同时强调要干在实处、务求实效。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 此次湖南之行，他再次勉励基层干部“不断干出让农民群众认可的实绩”。</p><p style="margin-top: 25px; margin-bottom: 25px; padding: 0px; text-align: justify;"> 近年来，中央推出一系列硬措施、实机制，持续为基层松绑，为实干撑腰。</p><p style="margin-top: 25px;
