sans-serif;">应急避难场所是公共安全和应急管理的重要组成部分，作为防灾减灾救灾基础设施，在重大突发事件预警响应、抢险救援、过渡安置过程中，发挥转移避险、安置避难群众和维护社会稳定的重要作用。经过多年发展，我国已积累了相当规模的应急避难场所资源，目前正着力推动全国应急避难场所建设新发展，推动由量的积累向质的提升方向转变，但我国应急避难场所还缺乏统一的分级分类、场址选择、设计建设、功能分区、设施设备配置、标志标识和管护使用等技术要求。</span></p></section><section 术语》标准主要规定了基本术语、分级分类术语、规划建设术语、管护使用术语等内容，对应急避难场所基础、分级分类以及全生命周期工作涉及的71个术语进行了定义。其中，对应急避难场所工作起重要基础性作用的界定为基本术语，共6个，对分级分类方面的界定为分级分类术语，共15个；对规划建设方面的界定为规划建设术语，共33个；对管护使用方面的界定为管护使用术语，共17个。</span></section><section 分级及分类》标准主要规定了应急避难场所分级及分类的内容和要求，按分级负责、属地为主、分级响应调度资源的原则，将全国应急避难场所划分为省级、市级、县级、乡镇（街道）级和村（社区）级，同时为满足多种分类管理需要，又划分为室内型、室外型，综合性、单一性（含特定）和紧急、短期、长期，分级与分类组合共计32种。该标准对各级各类避难场所的技术指标也做出了具体规定。</span></section><section 标志》标准主要包括术语和定义、基本要求、图形符号、标志型式、标志尺寸、标志的制作、标志设置等内容，对应急避难场所的各类图形符号、标志及标志的制作与设置等做出了具体规定。其中，避难种类图形符号11种、避难场所图形符号14种、场所主标志示例6种、功能区标志15种、设施设备标志28种、出入口标志8种、场所内指向标志46种、场所外指向标志示例10种。</span></section><section><section 术语》国家标准，对应急避难场所规划、建设、管护和使用全生命周期工作涉及的相关术语进行了系统梳理，并按照统一的逻辑体系以及适应新发展要求，在参照以往成熟经验的基础上，进一步完善了各类术语的内涵和外延，并以备注等形式作了术语间的必要衔接，为统筹指导和规范新发展阶段应急避难场所工作奠定了术语和概念方面的基础。</p><section data-support="96编辑器" 标志》国家标准，有的地方编制了应急避难场所标志地方标准，以指导本地区应急避难场所标志设置和管理。但由于各地对标志的规定不一致、不全面，导致全国避难场所标志标识存在符号、颜色不统一，信息内容不完整，设计制作与设置不规范等问题。为适应建立大安全大应急框架和健全完善国家应急管理体系新任务新要求，考虑国内发展需要，在借鉴国外有益经验的同时，加强与《应急避难场所 术语》《应急避难场所 分级及分类》等国家标准及相关国际标准衔接，统一规范了避难场所图形符号和避难种类图形符号，详细规定了标志型式、标志尺寸、标志的制作与设置等内容。</section><p style="text-indent: 2em;line-height: 2em;margin-bottom: 32px;">针对现有的应急避难场所标志标识，可以结合应急避难场所标准化改造、维护更新等，逐步进行新老标志标识转换，避免“一刀切”，对转换完成时间不作强制性要求，各地可根据实际情况进行规划，但新制作与设置的标志应符合新的《应急避难场所 标志》国家标准要求。</p></section><p></p><p style="display: none;"><mp-style-type
